Open Question: Is it legal to safely drop items from a plane over a metropolitan area?

Ok, so I'm in this new band and we're signed to a record label. They really want us to raise our social media numbers to 50,000 likes and we're at 4k... and if we don't raise the numbers they're gonna shelve the album. Long story short, I came up with a guerilla marketing tactic. The whole "story" behind the band that the label made up is that we're a sleeper cell group. it's all political and whatnot. My idea was to get 500 1 gallon bags and either fill them with lawn clippings, so they resemble marijuana (it fits in with the story behind the band) on the surface of those bags, I want to include a CD of ours with our logo on it and fb/website info. Each bag will come equipped with a mini parachute like the ones used for model rockets, and those will bear our logo as well. The plan is to fly a single engine plane to South Beach on a Saturday morning and drop these packages up and down the shore line. People will see these bags of "drugs" immediately grab them. Upon inspection they'll immediately see that the "drugs" are fake, but they'll get the cd and info. I also have variations of the idea having to do with dropping fake money etc. Not only that, onlookers will take videos, pictures, and talk about it. Excellent viral marketing. I checked with the FAA law and it states this Sec. 91.15 — Dropping objects. No pilot in command of a civil aircraft may allow any object to be dropped from that aircraft in flight that creates a hazard to persons or property. However, this section does not prohibit the dropping of any object if reasonable precautions are taken to avoid injury or damage to persons or property.
